Hannibal, Oct. 1, 1906

The first arrest made in this under the cigarette law was made on a warrant issued by Judge Abner S. Smith on Saturday afternoon last.

The complaint was filed by Silas T. Gregory of St. Mary’s avenue and was prompted by the frequent sale of cigarettes in packages and cigarette paper by Michael Chios of 212 Market street against whom the warrant was directed. The boys are under 18 years of age.

Chios is an Italian who cannot speak English and is located in business just opposite the West School which is quite convenient for selling to the boys of the school. Chios was arrested by Constable Munson, arranged in Justice Smith’s court and plead not guilty.
